Short answer: There is no single best flat roof system, and the honest version of this question is "best for which building?" On new and replacement work in Colorado, reflective single-ply membranes, TPO and PVC, are the most common answer, because they handle high-altitude sun well and install efficiently. PVC

Modified bitumen
