We keep separate pages per town for a reason that surprises most building owners. Colorado has no statewide roofing code. Requirements are set jurisdiction by jurisdiction, and neighbouring towns in the same county genuinely disagree with each other.

Clifton, Loma and Orchard Mesa are unincorporated Mesa County rather than separate towns, and Palisade is incorporated but adopts the county's codes and routes its permits through the Mesa County Building Department. Roofing here sits under Nebraska code and Nebraska insurance law rather than Colorado's, which changes both the permitting path and how a hail claim is handled.
